Position Summary
A Foreman for the Underground & Lining Division at Downstream Services, Inc. reports to the Superintendent and Project Manager (PM). The Foreman is responsible for leading, directing and coordinating the work of field employees, subcontractors, and vendors for complex pump station, stormwater, wastewater and water construction, repair and rehabilitation projects. Scopes of work includes sewer gravity and force mains, laterals, manholes, wet wells and pump stations, UV CIPP lining, water mains, valves, fire hydrants, drains and air/vacs. They manage schedule delivery, quality of work performed, and adhere to project budget and safety requirements. Large scale, multi-department projects may require the Foreman to coordinate with other departments as directed by the Owners and PMs. The Foreman may also coordinate specific needs with other departments for shared equipment and labor.
Essential Duties and Responsibilities
The essential functions include, but are not limited to the following:
- Function as working Foreman while leading and supervising employees, subcontractors, and vendors to complete underground construction and UV CIPP lining projects
- Oversee and make decisions related to performance of work related to scheduling, delivery, logistics, quality control, and employee staffing Collaborate with project team to create schedules and determine sequencing of work. Develop and implement strategies to maintain project schedule, as requested.
- Collaborate with project team for scheduling and expediting delivery of materials and equipment
- Manage contracted work to ensure compliance and conformity of installation with approved contract documents
- Investigate and document resolution of issues within assigned scope of work
- Work closely with Superintendent to resolve problems related to procedures, precedence, project clarifications, adequate labor, equipment schedule, and other related matters
- Operate power construction equipment to facilitate scope of work required on project; including, but not limited to earth moving, excavation, material handling, aerial, excavators, bulldozers, loaders, skid steers, backhoes, graders, water trucks, dump trucks, street sweepers, forklifts, shooting boom forklifts, scissor lifts, and boom lifts
- Review, complete, and submit required daily documentation for time sheets, daily reports, and safety paperwork
- Collaborate with Safety Manager for overall site safety
- Supervise and develop field employees, provide feedback and discipline as needed, and complete or provide input on performance evaluations and development recommendations
- Participate in interviews for field positions and provide feedback on candidates
- Manage employee matters with discretion and engage with Human Resources as needed to resolve problems
- Ensure teams fully understand work instructions, project signage, and safety instructions from tool and equipment manufacturers and inspect tools prior use to ensure safe and working condition
- Remind team of safety expectations and oversee team’s operation of equipment, use of safety protocols, and selection of appropriate equipment for performing work
- Comply with DOT truck driving rules and regulations (size, weight, route designations, parking and break periods) as well as with company policies and procedures
- Attend and complete all company safety and equipment training as scheduled and required
- Display high level of teamwork, integrity, commitment, and leadership in daily operations
- All company employees are expected to handle themselves in a professional, respectful, calm, and constructive manner
- Maintain positive working relationships with customers, contractors, suppliers and other employees
- Attend Department Progress Meetings and Scheduling Meetings
- Ability to travel and accommodate night and weekend work as needed

- Contribute ideas for continuous improvement and effectiveness of team within department and share recommendations companywide
- Provide field crew support and relief of job duties during times of need (e.g., lunch, breaks, illness, vacation)
- Other backup duties and responsibilities when Superintendent or Project Manager is out of the office

Minimum Qualifications (Knowledge, Skills, and Abilities)
- High School Diploma or GED, required
- Minimum of five (5) years’ experience planning and implementing the construction, maintenance, rehabilitation, and repair of underground utilities, or equivalent combination of education, training, and experience, required
- Minimum of five (5) years’ experience operating heavy equipment in the construction, maintenance, rehabilitation, and repair of underground utilities, or equivalent combination of education, training, and experience, required
- Minimum of five (5) years of field supervisory experience as superintendent, foreman, or crew lead, required
- Must have and maintain an active OSHA 30-hour certification or willing to obtain within 90 days
- Must operate at a skilled level, and train others in the operation of construction equipment and specialized tools
- Must have proper training, knowledge, and experience in understanding excavations, trenching, and shoring. Operator card or competent person certification, preferred
- Class A or B CDL, preferred
- Experience installing Cured-In-Place-Pipe (CIPP) Liners, preferred
- Advanced knowledge of equipment, materials, methods, and tools involved in the construction, maintenance, rehabilitation, and repair of underground utilities
- Moderate technical abilities including the utilization of a smart phone/tablet/laptop and supported software (Microsoft Excel, Outlook, Teams, Word)
- Ability to read, understand and interpret construction contract documents, drawings, specifications, scopes of work and project schedule to execute work activities
- Demonstrated leadership and interpersonal skills
- Must be able to comprehend safety instructions and signage, communicate effectively in emergency situations and understand written safety instructions from tool and equipment manufacturers
- Clear and professional verbal and written communication skills and engage with all levels of teams, clients, business partners, and management
- Reliable transportation, a valid driver’s license required, and favorable driving record
- Ability to travel using various modes (e.g., automobile, train, air) and accommodate night and weekend work as needed
- Other certifications and training may be required to further knowledge in the industry

While performing the duties of this job, the employee regularly works on-site at the construction work site where the employee is exposed to moving mechanical parts; elevated and underground precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock. The noise in these work environments is usually moderate to very loud. The employee occasionally views a computer monitor and frequently uses a computer keyboard. Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus. Performing this job requires use of hands to finger, handle, or feel objects, tools or controls, sit, talk and hear (bells, whistles, etc.), stand, climb, balance, stoop, kneel, crouch, or crawl. Employee must regularly lift and/or move up to 75 lbs and occasionally lift and/or move up to 155 pounds with assistance. Employee may be required to answer after-hour emergency calls and respond by delegating duties 24/7. Employee may be required to work extended hours, alternative shifts (night or weekend), and travel for project needs. The employee is required to work in compliance with company safety policies, procedures, and applicable laws. Must be medically approved for all respirators to be able to work in permit required confined space.
