DEFINITION
Initially under immediate and then general supervision, performs a variety of routine technical work in support of the Santa Clarita Valley Water Agency's Geographical Information System (GIS); prepares, maintains, converts, collects, and updates GIS and related data in support of the Santa Clarita Valley Water Agency's (SCVWA) applications and GIS systems; performs field data collection using survey and mapping grade equipment, transfers data between GIS and related platforms; and performs other related duties as required.
DISTINGUISHING CHARACTERISTICS
GIS Technician I is the entry-level of the GIS Technician class series. This class is distinguished from the GIS Technician II in that the GIS Technician I is the entry-level class and performs more routine duties. Incumbents at this level are not expected to perform with the same independence of direction and judgment as employees assigned to the GIS Technician II level. The GIS Analyst is an advanced journey-level professional class.
SUPERVISION RECEIVED/EXERCISED
Receives immediate and general supervision from the GIS Supervisor. Incumbents in this class do not exercise direction over agency staff.

Duties may include, but are not limited to, the following:
- Performs a variety of routine technical duties in developing, implementing, and supporting the Agency’s Geographical Information System (GIS) database; maintains integrity of database using quality control procedures.
- Records and interprets legal descriptions, georeferenced, and digitize survey maps; establishes a database connection for agency’s easements.
- Realigns pressure zone boundaries by analyzing the water system through interpreting AutoCAD drawings and record drawings.
- Assists with field surveying and recording data pertaining to the agency’s tanks using Trimble survey equipment; resolves accuracy issues using GPS and integrates GPS data into GIS databases.
- Assists with using GIS specific hardware to convert water plans from physical maps to electronic maps.
- Edits water network facility’s attribute data by referencing as builts, water plans, and AutoCAD documents.
- Uses aerial imagery as a reference to realign existing parcel data; edits an address points layer to ensure more precise data for the use of the water conservation and water resource departments.
- Updates necessary layers and geodatabases in the maintenance of GIS applications.
- Corrects the GIS geometric water network.
- Enters data into GIS geodatabase tables.
- Reviews tabular and spatial data for consistency, quality, and accuracy.
- Utilizes GIS and related software for georeferencing.
- Generates GIS products such as maps, graphics, tables, and reports.
- Operates a computer and assigned GIS, ArcGIS and Autodesk software and specific hardware, including large format plotters, printers, and scanners.
- Uses Global Positioning System (GPS) equipment to acquire and record GIS positional and attribute data.
- Generates GIS data queries and analysis as requested.
- Participates in department meetings for the purpose of work review, project planning, and project execution.
- Performs other related duties as required.
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
Positions within this class require light physical effort that may include occasional light lifting to a 20-pound limit and some bending, stooping, or squatting. Considerable walking may be involved.

Minimum Qualifications
QUALIFICATIONS(The following are minimal qualifications necessary for entry into the classification.)
Education And/or Experience
Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a
GIS Technician I. A typical way of obtaining the required qualifications is to possess:
Option 1
- A Bachelor's degree from an accredited college or university with a major in geographic information systems, geography, or a closely related field requiring equivalent coursework in geographic information systems.
Option 2
- An Associate's degree from an accredited college or university in geographic information systems, geography, or a closely related field requiring equivalent coursework in geographic information systems AND two (2) years of full-time technical experience in the uses and operations of geographic information systems, including the entry, editing and retrieval of geospatial data in GIS databases.
Option 3
- Four (4) years of full-time technical experience primarily engaged in the uses and operations of geographic information systems, including the entry, editing and retrieval of geospatial data in GIS databases.
Licenses and Certifications
- Possession of, or ability to obtain, a valid Class C California driver's license. Individuals who do not meet this requirement due to a physical disability will be considered on a case-by-case basis.

Retirement – Santa Clarita Valley Water Agency (SCV Water) is a member of the California Public Employees' Retirement System (CalPERS) and pays the employee contribution. An employee who becomes a "new" member of CalPERS on or after January 1, 2013 will be subject to the regulations pursuant to the Public Employees Pension Reform Act (PEPRA) of 2013.
Health Insurance – SCV Water pays for dental, vision and medical insurance for the employee and his/her family, subject to co-pay depending on plan choice.
Retiree Medical Insurance (for employees hired on or after January 1, 2009) - the vesting benefit package for retiree medical insurance provides for employer contributions toward medical insurance premiums based on years of "CalPERS" credited years of service. In general, the vesting benefit requires that at least five years of CalPERS-eligible service must have been earned through employment with the Santa Clarita Valley Water Agency. More information will be provided upon request.
Life Insurance/Disability – SCV Water covers twice the annual salary up to $150,000 in life insurance as well as a long-term disability plan.
Deferred Compensation – Plan provides 50% agency contribution up to 3% of annual salary.
