MEASURE Program Operations Manager
We are seeking a highly experienced and dedicated
MEASURE Program Operations Manager to lead and oversee our technical support services for the Navy METCAL/MEASURE Program
in San Diego, CA. The ideal candidate will have an extensive background of over 20 years in managing all facets of technical programs with a strong emphasis on application development and overall program management and logistics support. This role requires a strategic leader who can serve as the primary technical expert and liaison between the company and government program authorities, ensuring the successful execution of all contractual and project-related objectives.
Key Responsibilities
- Serve as the overall technical lead for the operational management and administration of a multi-disciplinary technical team.
- Manage all onsite operations, logistics, and resource allocation for both prime and subcontractor personnel.
- Act as the primary Subject Matter Expert (SME) for all technical processes related to the MEASURE program.
- Function as the main point of contact with government program managers and technical authorities, ensuring clear communication and accountability for performance.
- Lead project requirements analysis, including liaison with government sponsors and stakeholders to identify, analyze, and assess current and future program requirements.
- Develop and manage project lifecycles, including providing risk assessments, defining project scope, and creating detailed schedules.
- Oversee staff development and provide coaching, leveraging extensive experience in team development and process management.
- Ensure all contractual deliverables and Statement of Work (SOW) requirements are met on time and to specification.
- Direct software, data , process and quality assurance analysis efforts and coordinate integration/sustainment in the appropriate Automated Information System (AIS) system.
Basic Qualifications
- US Citizenship is Required
- Education: Bachelor’s degree in computer science, Information Technology, or related field Extensive professional experience in relevant roles may be considered in lieu of a formal degree.
- A minimum of 14 years of specialized experience in the analysis and design of business applications on complex systems.
- Demonstrated expertise in database analysis, design, development, data cleansing, storage, and retrieval methods.
- Proven ability to formulate detailed technical specifications from high-level requirements.
- Extensive experience managing contracts, operations, and personnel for government support services, specifically within the Navy METCAL/MEASURE program.
- Strong background in configuration management, quality assurance, and test and evaluation.
- Exceptional leadership and team development skills with a proven ability to manage and motivate diverse technical teams.
- Must hold an active SECRET security clearance.
- Certified Scrum Master (CSM).
Preferred Qualifications
- Project Management Professional (PMP) credential.
- Agile SDLC experience.
- Deep familiarity with Navy and Marine Corps Intranet (NMCI) system operations and IA requirements.
Scheduled Weekly Hours: 40 hours/week.
Compensation: $120,000-$170,000. The offered rate will be based on the selected candidate’s location, knowledge, skills, abilities, and/or experience, contract affordability, and in consideration of internal parity.
Additional Compensation: KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels per internal policy or contractual designation. Additional compensation may be in the form of a sign-on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
