Position Overview
The Business Development & Estimating Coordinator plays a key role in tracking and managing new business opportunities, ensuring that potential pursuits are effectively researched, documented, and coordinated across teams. This role is responsible for maintaining updates to our CRM system, tracking project leads, supporting pursuit coordination, and facilitating the preparation of internal documents as part of Balfour Beatty’s Gated Business Lifecycle.
This individual will attend industry events to gather intelligence on market trends, agency procurement plans, and competitive positioning. They will support the scheduling and coordination of meetings with agencies, potential joint venture partners, and design firms, ensuring strategic alignment across the business development and preconstruction teams. Additionally, they will maintain prequalification documentation and ensure compliance requirements are met for proposal submissions.
They will also support the estimating team with Bid Build & Alternative delivery type pursuit opportunities.
Key Responsibilities
Opportunity Tracking & Market Intelligence:
- Conduct initial research on potential opportunities, tracking leads through CRM and internal systems.
- Monitor industry databases, procurement websites, and agency announcements for new RFPs, RFQs, and emerging opportunities.
- Maintain and update the CRM database, ensuring opportunities are categorized, assigned, and properly tracked.
- Attend industry events to gather intelligence on procurement trends, agency priorities, and market shifts, providing post-event reports to leadership.
- Support scheduling and coordination of meetings with agencies, potential JV partners, and design firms, ensuring alignment with business development strategy.
Gate Document Coordination & Compliance Oversight
- Assist Pursuit Lead with the coordination of Gate documents as part of Balfour Beatty’s Gated Business Lifecycle, ensuring that required inputs are collected from estimating, preconstruction, safety, and legal teams.
- Assist in tracking Gate approvals, document updates, and action items from Gate meetings to ensure follow-through on risk mitigation and compliance requirements.
- Ensure Balfour Beatty is prequalified with key agencies, tracking compliance requirements, and updating certifications.
- Work with safety, legal, and insurance teams to ensure risk assessments, compliance forms, and legal reviews are properly completed for proposals.
Estimating & Proposal Coordination
- Coordinate preconstruction and estimating team workflows, ensuring all documentation is collected and organized for pursuits.
- Manage and maintain a central repository of pursuit materials, including project descriptions, resumes, compliance forms, and subcontractor documentation to streamline proposal preparation.
- Assist in preparing responses for alternative delivery projects, ensuring all submission requirements are met, reviewed for accuracy, and compliant with agency expectations.
- Track bid schedules and deadlines, ensuring estimating has sufficient time to refine proposals before submission.
- Facilitate subcontractor outreach, coordinating with estimating to identify necessary trade coverage and engaging qualified subcontractors early in the pursuit process.
- Assist with the management of subcontractor bid coordination, ensuring that all required trade quotes are received, reviewed, and incorporated into the estimating process.
- Collect and verify required subcontractor forms and information, including certifications, prequalification documentation, safety records, and insurance compliance, to ensure all submissions align with project requirements.
- Track and organize subcontractor quotes and correspondence, maintaining accurate records for review by the estimating team.
Internal & External Reporting
- Develop internal pursuit reports summarizing key opportunities, market intelligence, and competitor analysis.
- Assist in developing customer-facing reports that communicate insights from agency meetings, procurement trends, and strategic initiatives.
- Track feedback from agencies on past proposal submissions, compiling key takeaways to inform future pursuits.
Qualifications
- Bachelor’s degree in business, Construction Management, Communications, or a related field preferred.
- 1-5 years of experience in business development, estimating administration, proposal coordination, or a related role in the construction or infrastructure sector.
- Strong technical writing and communication skills, with experience drafting proposals, reports, and internal documentation.
- Experience using CRM systems to track opportunities, relationships, and pursuit progress.
- Highly organized and detail-oriented, with the ability to manage multiple deadlines and priorities.
- Ability to coordinate across multiple departments, ensuring alignment on compliance, risk, safety, and contractual requirements.
- Familiarity with alternative delivery project pursuits, RFPs, and RFQs is a plus.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint); experience with CRM or proposal management software preferred.
