Our Oil & Gas client currently have an exciting opportunity for a Senior Site HSES Advisor to join their team on a full-time, permanent basis.
As Site Senior HSES Advisor, you will provide specialist HSES advice, guidance and support and be the primary focal point on all HSES matters. This will include leading and implementation of key risk management processes, including continual monitoring of ongoing operations to ensure compliance with internal processes, industry best practice, legislative and client specific requirements.
Duties & Responsibilities:
Provide HSES advice, guidance and support to worksite and subcontractor personnel, ensuring compliance with internal processes, legislative, industry best practice and client specific requirements.
Encourage and promote a positive attitude towards HSES awareness and risk management, including reporting of HSES issues, communication of and participation in company behavioral based safety programs.
Assist in the development of HSES objectives as well as the review and revision of site specific HSES related processes and procedures.
Develop and implements relevant HSES documentation, including Emergency Response documentation, and ensure that this follows the HSES Management System.
Monitor effectiveness of site HSES and ER documentation.
Ensure compliance with Safe Systems of Work and ensure correct applicable of HSES best practice.
Develop, chair and participate in the Hazard Identification and Risk Assessment process.
Identify and advise on specific training requirements and lead on hazard management inspections (e.g. CoSHH, PUWER, etc).
Implementation of environmental procedures, ensuring all environmental aspects have been identified, and mitigation plans have been put in place.
Implementation of occupational health procedures, ensuring all OH aspects have been identified, and mitigation plans have been put in place.
Carry out site-based audits, preparation of audit and inspection schedules and ensure recording of audit in Intelex 'Global HSES Reporting Tool.Ensure effective follow up and closure of findings identified and drive continual improvement.
Liaise with site management, project teams and another other relevant stakeholder on HSES matters, including chairing regular HSES engagement meetings.
Management of staff, contractors and suppliers and any other site visitors ensuring they are meeting the required HSES standards.
Facilitating safety presentations and engaging in safety conversations and drive a positive and proactive safety culture onsite.
Lead and/or participation in HSES accident, incident and near miss investigation, identification of effective corrective and preventative action and ensuring that these are tracked to closure.
Development of safety related communications.
Prepare HSES performance reports as required.
Assist with maintenance of the site legal register.
Liaison with Regulatory bodies and external agencies.
Advise on Radiation Protection related matters (Site RPS).
Establish and maintain an effective working relationship with the Regional Security Manager.
Implement and maintain Security & Incident Management Global Practice Standards (GPS) and other corporate directives and Guidelines.
Serve as the focal point for the Site management and staff to report security incidents to and document and report such incidents to Regional and Corporate Security as required.
Manage external security providers that provide services to their site with the support of the Regional Security Manager.
Disseminate appropriate security information to local management and staff as required.
Keep Regional and Corporate Security Managers and site Management informed of Security and Incident management concerns, requirements, and issues.
Experience & Qualifications required:
- A recognised HSE qualification, NEBOSH NGC or equivalent.
- Good level of experience in a related industry.
- An excellent working knowledge of UK HSES legislation, and application of this to applicable manufacturing activities.
- Knowledge and experience of risk assessment techniques and their practical implementation.
- Formal auditing qualification with experience in carrying out audits, both internally and externally.
- Formal incident investigation training with experience in participating in incident investigations and sharing and implementation of any lessons learned.
- Fully conversant in HSES Management Systems with a strong track record in HSES delivery, with proven skills to develop and maintain systems, procedures, processes and programs.
- The ability to promote a positive attitude towards HSES risk management, with an ability to influence safety behaviours at all levels within an organisation.
- Good working knowledge of IT systems, including safety related applications.
- Excellent communication skills, organisation skills with the ability to prioritise workload and a positive team minded and continual improvement attitude is essential.
Desirable:
- Qualified to NEBOSH Diploma level or equivalent.
- Active membership of a recognised professional body for safety and health (e.g. IOSH).
- Experience of delivering HSES training and Behavioural Based Safety training.
- Formal mentoring and coaching qualification.
- Formal ISPS related qualification or related experience
- Formal Radiation Protection Supervisor Training
