Lancaster Burns Construction, Inc. is a multi-trade subcontractor specializing in commercial and industrial construction which performs Rough Carpentry, Steel, Metal Stud/Drywall, and Concrete. LB Construction was founded in 1992 and became a 100% Employee Owned. We are licensed in CA, NV, and OR and are an AISC certified Steel fabrication shop.
Primarily responsible for leading and managing the Company’s safety initiatives and safety loss control programs, and the development of a safety and risk management culture dedicated to being “best in class.” Assures safety program is designed to comply with OSHA and other construction industry standards.
Duties and Responsibilities
· Leads development of and clearly articulates Company’s safety vision, objectives, strategies, policies, and procedures to build a safety culture dedicated to behaviors which lead to best-in-class results.
· Provides proactive leadership and assumes ownership of building a best in class safety culture by 1) anticipating problems & providing solutions, 2) sharing knowledge with, and providing training, to all levels of management, field staff, preconstruction, and project teams, 3) through interactions with clients, subcontractors, and inspectors, and 4) creating an environment of learning, mentoring, and empowerment in order to promote employee engagement.
· Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions and conclusions, and monitors results to make improvements or take corrective action.
· Coordinate physical safety processes and compliance functions to ensure that all safety issues are resolved and that all compliance matters are implemented and maintained with local, CAL/OR State OSHA and Federal OSHA Rules and Regulations.
· Maintains the updating and implementation of the company's Injury and Illness Prevention Program, Hazardous Communication Program, Steel Erectors Rigger Certification Program and 30 Hour/10Hour Certification Program.
· Develops all site-specific site programs and plans coordinating with Project Managers and General Foremen for each project.
· Establish a good working relationship and communication with co-workers, clients, and vendors.
· Coach and develop leadership in the areas of Safety Management throughout the Company.
· Perform, document job site safety inspections, reviewing areas, equipment, processes, and work activities for hazardous conditions and takes action to correct any unsafe practices and conditions and updates all recordkeeping.
· Develops, updates and coordinates Company's emergency/disaster preparedness plan and activities.
· Develops, updates, trains on and coordinates Company’s workplace violence prevention plan.
· Researches and develops any new safety compliance training documentation and implementation regarding new Federal and State OSHA requirements.
· Ensures that safety & health training meet the needs of internal and external (client & regulating entities) requirements, so staff has the safety training to safely perform tasks and jobs.
· Plans and implements programs to train managers and employees in work site Code of Safe Practices and ensures that all required documented training is completed as scheduled.
· Provides safety orientation for all new employees and is responsible for monitoring all employees’ safety training and expiration dates to provide additional or refresher training.
· Coordinates and arranges for speakers and trainers to provide information and training to all employees as required.
· Responsible for documentation and investigation of all near misses, accidents, injuries, lost day injuries, vehicular accidents and cooperates in the preparation of material and evidence for organization use in hearings, lawsuits, and insurance investigations.
· Oversee the monitoring of the company's Experience Modification Factor while increasing awareness of the Ex-Mod. Factor.
· Provides input on all claims management process for employees injured on-the-job.
· Works with Human Resource Department and Insurance companies regarding Risk Management.
· Records and maintains training data, Foreman Safety Bonus Program, and other related safety training.
· Assures that Foreman and Project Managers are completing safety training and reporting as requested by General Contractors or owners.
· Maintains all mandated State and Federal postings and develops "Safety Bulletins" as needed.
· Provides information, signs, posters, barriers, company authorized personal protective equipment, MSDS binders to all jobsites employees of the Company to assure compliance at all times.
· Complies with company procedure and is proactive in implementing the "New Job Safety Checklist".
· Assures that all safety documents are kept updated and continuously revised for updates in OSHA State and Federal changes in regulation.
· Manages safety incentive programs which reward targeted behaviors & results.
· Partners with Risk Control Manager for all aspects of workers comp & vehicle claims.
· Partners with Risk Control Manager for return to work/restricted duty program.
· Leads or participates in the Safety Round Table.
Supervisory Responsibilities
· Manages Safety Manager(s), Coordinator(s), and Department Administrator(s) (Safety partners).
· Leads and manages the safety staff: develops a high performance, customer-oriented work team, through hiring, motivating, coaching, appraising, rewarding & disciplining, and addressing complaints and resolving issues related to staff.

· Must be able to perform, train and/or be trained in the following: Basic First Aid & CPR, Hazard Communication, Crane Safety, Forklift/Scissor lift, Scaffold Training, Fall Protection, Fleet Safety Program, Power Actuated Tools, Respiratory Protection, and the Company
· Must be an effective communicator, generating professional written material and delivering effective verbal presentations.
· Must be able to read, write and communicate in English and ability to speak Spanish a plus but not required.
· Ability to drive a company vehicle, Insurable under the company’s vehicle policy.
Knowledge
· Working knowledge of OSHA rules and regulations required.
· In depth technical knowledge of construction related OSHA, federal, state, and local regulatory standards, and ability to recognize hazardous situations and implement effective corrective practices.
· CPR, OSHA10, OSHA30, OSHA 500, CSP certification preferred.
· Knowledge of Construction/Industrial Health and Safety OSHA regulations.
· Knowledge in effective accident/incident investigations training.
Education and Experience
· 7 years of safety industry experience or a bachelor’s degree in environmental safety and health, safety management, construction.
· Minimum 3-5 years’ experience managing & leading a structured safety program; self-performing general contractor or specialty contractor preferable.
· Experience managing staff and third party hired firms.
· Background in construction or similar industry required.
Job Type: Full-time
Pay: $104,000.00 - $135,200.00 per year
