Position Summary
We are seeking a detail-oriented and knowledgeable Payroll and Labor Compliance Specialist to join our team. This position plays a vital role in ensuring operational integrity and legal compliance, directly supporting project success and employee satisfaction. The role is critical in ensuring accurate payroll processing and full compliance with California labor laws, union agreements, and prevailing wage requirements for both public and private construction projects.
Key Responsibilities
Payroll Processing
- Process weekly payroll for union and non-union employees in alignment with collective bargaining agreements.
- Maintain accurate payroll records, including timekeeping, deductions, and benefits.
- Coordinate with field supervisors to verify hours and resolve discrepancies.
- Ensure timely and accurate submission of certified payroll reports for public works projects.
Labor Law Compliance
- Monitor and enforce compliance with California prevailing wage laws (DIR, SB 854, etc.).
- Prepare and submit required documentation to government agencies (e.g., DIR, LCP Tracker).
- Track and maintain labor classifications, wage determinations, and apprenticeship ratios.
- Respond to audits and labor compliance inquiries from agencies and clients.
Union Coordination
- Interpret and apply multiple union agreements across trades.
- Maintain current knowledge of union wage rates, fringe benefits, and reporting requirements.
- Liaise with union representatives to resolve payroll and compliance issues.
Administrative Support
- Support HR and accounting teams with payroll-related reporting and reconciliations.
- Assist with onboarding and orientation of field employees regarding payroll and labor compliance.
- Maintain confidentiality and ensure data security in all payroll and labor records.
Qualifications Required
- 5+ years of payroll experience in a unionized construction environment.
- Strong understanding of California labor laws and prevailing wage requirements.
- Proficiency in payroll software (e.g., JDE or similar).
- Excellent attention to detail and organizational skills.
- Strong communication skills and ability to work collaboratively across departments.
- Ability to manage multiple priorities in a fast-paced environment.
Preferred
- Experience with public works compliance platforms (e.g., LCP Tracker, DIR eCPR).
- Familiarity with multiple union agreements and trade classifications.
- Bilingual (English/Spanish) a plus.
