We process our payroll weekly, in-house and work with multiple unions in multiple states. This position is an in-office position working out of our corporate office in Oakland, CA.
About the Role
The Payroll Manager is responsible for overseeing the entire payroll department and managing all areas of payroll administration for both union and non-union employees across multiple states. This role ensures accuracy, timeliness, and compliance in every aspect of payroll processing and reporting. The ideal candidate will have a strong background in certified payroll, union reporting, federal and state tax compliance, and Trimble Viewpoint systems, with the ability to lead, develop, and support payroll staff.
Responsibilities
- Oversee the daily operations of the payroll department, including supervision, training, and performance management of payroll staff.
- Manage and process multi-state payrolls for 400+ union and non-union employees in accordance with company policies and collective bargaining agreements.
- Review and approve all payroll runs to ensure accuracy of earnings, deductions, benefits, and job cost coding.
- Prepare, reconcile, and submit all federal, state, and local payroll tax filings, including 941s, 940s, DE9/DE9C, and W-2’s.
- Prepare and submit certified payroll reports in compliance with federal, state, and local prevailing wage requirements (e.g., DIR, LCPtracker).
- Oversee and ensure timely completion of union reporting and fringe benefit remittances for multiple trades and locals.
- Maintain compliance with union, state prevailing wage laws, and company standards.
- Serve as primary liaison with HR, Accounting, Operations, and external auditors on all payroll matters.
- Ensure accuracy and compliance in payroll accounting, job cost allocations, and labor reporting.
- Lead process improvements, documentation, and payroll system enhancements in Trimble Viewpoint or equivalent ERP systems.
- Manage year-end close processes including reconciliation, W-2 generation, and audit preparation.
- Stay current on changes to wage and hour laws, payroll tax regulations, and collective bargaining agreements.
Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field preferred.
- Minimum 7+ years of progressive payroll experience, including 3+ years in a leadership or management role.
- Construction industry experience required; geotechnical or heavy civil strongly preferred.
- Strong working knowledge of certified payroll, union reporting, and multi-state payroll tax compliance.
- Hands-on experience with Trimble Viewpoint or similar construction ERP systems.
- Advanced proficiency in Excel, payroll tax reconciliation, and ERP system reporting.
- Familiarity with certified payroll systems such as DIR, LCPtracker, Elations, EMars, PRISM and other reporting platforms.
- Strong leadership, communication, and organizational skills.
- Exceptional accuracy, confidentiality, and analytical thinking.
- Ability to work collaboratively across departments and meet strict deadlines.
Preferred Skills
- Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC).
- Prior experience interpreting union contracts.
- Knowledge of construction cost accounting and project-based payroll allocations.
