POSITION SUMMARY
This position is responsible for the overall administrative oversight, visioning, leadership, planning, coordinating and control of the parks and recreation services; provides for safe, sustainable and attractive active and passive-use parks and recreational opportunities for residents and the general public; and ensures effective and efficient operation of all divisions.
ESSENTIAL FUNCTIONS

1. Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to City residents and businesses.
2. Directs the work of and manages the supervisory staff of the Department. Interviews and select new employees. Provides training and instructions and ongoing training needs. Provides coaching, counseling, and mentoring to allow for optimal performance. Assigns tasks, reviews work and prepares performance evaluations. Recommends employee transfers, promotions, disciplinary action, and discharge.
3. Identifies training needs and opportunities for the department.
4. Defines and implements the goals and objectives for department operations, including new services.
5. Researches, recommends, develops and implements policy and procedures for operational effectiveness, sustainability, and safety. Monitors all operations for effective application of department policies, procedures and standards.
6. Establishes long and short-range goals and objectives for department division supervisors and monitor the progress toward reaching these goals.
7. Develops work plans and strategies to meet business needs-both short term and long term; develop and direct the implementation of goals, objectives, policies, procedures and work standards to ensure success. Ensures clear direction, proper implementation and the City conforms to legal requirements.
8. Analyzes and evaluates existing objectives, goals, standards, priorities, policy and procedures.
9. Prepares short and long-term capital improvement plans associated with Parks and Recreation. Identifies capital projects/assets requiring rehabilitation or replacement and prioritizes so critical projects/assets are addressed in a proactive manner. Prepares and administers the Department’s budget to control expenditures and maintain fiscal integrity.
10. Researches and applies for new grants and donation sources; ensures compliance with regulatory requirements.
11. Markets and promotes the Department and its services; makes presentations at community meetings and functions on behalf of the Department and the City.
12. Conducts studies and surveys of citizen needs, assesses the effectiveness of facilities and programs to meet these needs.
13. Initiates contacts with public and private organizations and officials to evaluate recreation needs and promote the use of parks, facilities, and programs. Works with other organizations on cooperative projects and programs. Serves as media contact for parks and recreation issues and marketing efforts.
14. Serves as liaison between the City and the Parks and Recreation Commission indirectly oversees the Green Space Advisory Commission.
15. Coordinates Community Days and responsible for fireworks fundraising and contract.
16. Coordinates and oversees requests for and allocation of Community Development Block Grant funding
17. Ensures enforcement of State laws, local ordinances, and other regulations pertaining to municipal operations.
18. Conducts research and procedural/administrative studies and prepares reports of proposed solutions or recommended courses of action.
19. Interacts frequently with elected officials, staff, citizens, and others to interpret and implement policy directives.
20. Responds to citizen inquiries and requests for service.
21. Promotes and creates opportunities for economic development.
22. Performs other duties as assigned.
QUALIFICATIONS AND REQUIREMENTS
· Bachelor’s Degree in parks management, recreational management, natural resources management, forestry, or closely related field.
· Master’s degree preferred.
· Minimum of ten (10) years professional work experience in parks, recreation, forestry, or natural resources management.
· Minimum of give (5) years of supervisory experience.
· Must be Certified Parks and Recreation Professional Certified Parks and Recreation Executive preferred

12. Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
13. Ability to prepare, recommend and monitor an operating budget, including line item budgeting.
14. Knowledge of administrative policies and procedures of the City.
15. Ability to establish and maintain accurate records of assigned activities and operations.
16. Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
17. Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
18. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
19. Ability to think quickly, maintain self-control, and adapt to stressful situations.
20. Knowledge of management and supervisory practices and principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.

23. Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.
24. Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
25. Knowledge of computer software consistent for this position.
26. Ability to perform mathematical calculations required of this position.
27. Ability to read and understand blueprints, design plans, and architectural renderings.
28. Ability to communicate clearly, concisely and effectively in English in both written and verbal form.
29. Skill in researching and understanding complex written materials.
30. Ability to prepare and maintain accurate and concise records and reports.
31. Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.
